Civic issues
Topics getting the most attention in Twin Falls public meetings, ranked by how frequently they come up.
Old Clinic building demolition and remediation
The city is hiring CORE Construction to manage demolition and asbestos cleanup at the old clinic at 660 Shoshone — but the city doesn't own the building, so legal access issues remain unresolved.
2nd & Hansen downtown redevelopment
The URA picked deChase Miksis to redevelop the downtown corner site with about 100 market-rate apartments and ground-floor retail. Exclusive negotiations start now, but the developer's $6–9 million ask, a needed height variance, and final deal terms all remain unresolved.
Extension of Revenue Allocation Area #4-3 to support Chobani expansion
The Agency extended the Chobani tax increment district 15 years, to 2046, to fund roughly $59.8 million in roads, water, sewer, electrical and impact-fee improvements tied to Chobani's expansion. Taxing districts give up that increment until the district closes, but projections show it could retire early around 2040.
Downtown parking initiative
Neither developer proposal solved downtown parking, and the board called it the '800-pound gorilla' limiting future investment. A URA-led initiative with the city and private partners will run parallel to the deChase negotiations, possibly including a new parking study.
Exterior modifications at 140 2nd Ave N
The new owners of a long-vacant 1915 building tore off the old facade before getting approval — code enforcement flagged it. The commission still approved the project, an Italian market and eatery, but limited the temporary plywood covering to one year and wants the owners back before the next phase. Balcony plans hinge on whether the street right-of-way is city or state.
Airport terminal access improvement project
A $1.3 million contract will repave the airport loop, fix ADA sidewalk issues, and replace aging water and sewer lines, with construction targeted for spring 2027 pending FAA grants.
R2M Investments LLC Subdivision preliminary plat
A developer wants to turn a weedy, flood-prone parcel near Morris Street and Addison Avenue East into up to 48 multifamily units. The city engineer balked at a 10-foot-deep stormwater basin, so the design may change before final plat. The fire access relies on an easement through neighboring property that isn't signed yet.
Homes2Suites mural project
The hotel mural is still in limbo — the project manager has no partners or funding lined up and may not revisit it until after the hotel opens. The commission might later be asked for a concept recommendation or a call to artists.
Downtown redevelopment RFPs
Three proposals came in for the Agency's two downtown redevelopment sites — two for the 2nd & Hansen site and one for Old Towne South. They'll be scored and presented at the September meeting.
State of the Building Safety Department 2026
The annual report shows a healthy department: 249 permits in June, over $17M in construction value, and revenue up 19%. Single-family homes are slightly down but consistent, with growth in duplexes, townhomes, and commercial remodels. Contractors on the board praised the city's timely inspections and simpler process.
County-city unified building advisory partnership
County Inspector Jon Laux wants the city's building advisory group to also serve Twin Falls County, creating one unified advisory body for contractors working in both jurisdictions. The board informally supported it; the idea needs county commissioner approval and an interlocal agreement.
Willow May Subdivision final plat
Findings of fact for the El Milagro Subdivision No. 4 final plat were approved, moving the residential subdivision forward.
Downtown redevelopment proposal scoring
Developer proposals for downtown projects (2nd and Hansen, Old Towne South) are due August 28, and the board decided its officers will help score them. This shapes what gets built downtown.
Impact fee participation program change
The board changed how its Development Assistance Participation Program handles city impact fees — the fees that pay for growth-driven infrastructure like roads and utilities.
Downtown Redevelopment RFPs — 2nd and Hansen and Old Towne South
The agency was poised to move forward on requests-for-proposals for two development sites — the 2nd and Hansen area and Old Towne South — but audio problems pushed the discussion to a later meeting. How these sites redevelop will shape downtown growth.
Kemp Subdivision driveway access on Stadium Boulevard
Seven large residential lots are planned at Stadium Blvd and Carriage Lane North. The city worried about cars backing onto the collector road, and the fix — side-entry garages on Lots 3 and 4 — resolved it.
Cook's Corner commercial development at Blue Lakes/Orchard
The commercial piece of a 39-acre annexed development is now platted into three lots, with right-of-way dedication and road reconstruction required as development occurs. The residential portion will follow in a later plat.
Ashlee Townhomes Subdivision findings
The council signed off on the final plat for a 47-lot townhome subdivision on roughly 4.35 acres — more housing stock moving forward through the consent calendar.
Accessory dwelling unit regulations and training
The city manager highlighted that Twin Falls County is the fourth-worst of 1,898 counties nationally on home affordability — the median list price hit $425,000 while median-income families can afford about $382,000. Median city home values are up 60% since 2020.
4th Avenue South property transfer to Agency
The city will hand its downtown parking lots to the Urban Renewal Agency so they can be bundled into a catalytic redevelopment RFP, with proposals due in late August. A public hearing on the transfer is set for June 1.
